On November 14, the Ministry of Commerce, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the General Administration of Customs jointly issued a notice on further strengthening the management of used car exports (hereinafter referred to as the "Notice"). The Notice states that the management of used car exports will be further tightened, new car exports under the guise of used cars will be strictly controlled, the application and issuance of export licenses will be standardized, and a dynamic management and exit mechanism for enterprises will be established.

The notice states that, starting from January 1, 2026, for vehicles applying for export that are less than 180 days (inclusive) from the registration date, local commerce authorities should guide local enterprises to submit a "Confirmation Letter of After-Sales Service" issued by the vehicle manufacturer. The letter should include the country of export, vehicle information, information on after-sales service outlets, and be stamped with the official seal of the manufacturer. Vehicles that cannot provide the above materials will not be issued an export license.
The notice also mentioned further strengthening compliance reviews and strictly enforcing the license application conditions for vehicles exported under the guise of modified vehicles. Furthermore, the notice stated that it will continue to promote the healthy development of used car exports and improve the supporting export system.
